1. Decision on taking business in private:

The Committee agreed to take items 8 and 9 in private.


2. Evidence session with the Minister for Parliamentary Business:

The Committee took evidence from—

     George Adam MSP, Minister for Parliamentary Business,

Steven Macgregor, Head of Parliament and Legislation Unit;

Susan Herbert,Head of Subordinate Legislation Team, Parliament and Legislation Unit, Scottish Government and

Rachel Rayner, SGLD Deputy Legislation Co-ordinator, Scottish Government Legal Directorate.


3. Instruments subject to the made affirmative procedure:

The Committee agreed to bring to the attention of the Parliament the following—


Health Protection (Coronavirus) (International Travel) (Scotland) Amendment (No. 17) Regulations 2021 (SSI 2021/301)

The Committee agreed that no points arose on the following—

Health Protection (Coronavirus) (Requirements) (Scotland) Regulations 2021 (SSI 2021/299)



5. Instruments subject to negative procedure:

The Committee agreed that no points arose on the following—

National Health Service (General Medical Services and Primary Medical Services Section 17C Agreements) (Scotland) Amendment Regulations 2021 (SSI 2021/302)




6. Instruments not subject to any parliamentary procedure:

This item was not taken and will be considered at a future meeting.

8. Evidence session with the Minister for Parliamentary Business:

The Committee considered the evidence it heard earlier under agenda item 2 and agreed to write to the Minister to seek clarity on some further points.


9. Social Security (Up-rating of Benefits) Bill (UK Parliament legislation):

The Committee was content with the power to make subordinate legislation conferred on Scottish Ministers in the Social Security (Up-rating of Benefits) Bill (UK Parliament legislation) and agreed to write to the lead committee.
