That the Parliament believes that social security spending by the Scottish Government and its future social security spending commitments are unsustainable; notes the report published by Audit Scotland in September 2025, Adult Disability Payment; further notes that the Audit Scotland report highlights a "funding gap for devolved social security spending of £2.0 billion by 2029/30"; calls on the Scottish Government to explain why, according to Audit Scotland, it "has not yet set out a detailed strategy for how it will manage the forecast gap between social security funding and spending"; believes that raising taxes in order to remove the limit on the child element of Universal Credit was not the right priority for either the Scottish Government or the UK Government, and calls on the Scottish Government to use the money that it will save, as a result of the UK Government's decision, to lower costs for people across Scotland by instead cutting income tax.

That the Parliament recognises the importance of Scotland’s road network to delivering enhanced connectivity and economic growth across Scotland; urges the Scottish Government to accelerate the upgrading and dualling of key roads such as the A75, A77 and A96, and to adhere to its promise to dual the A9 by 2035 or earlier and to ensure that this project is finally completed by not rejecting private funding; believes that improved connections across Scotland can be enhanced through the provision of more safe and secure rest stops, particularly for the logistics sector; rejects the UK Labour administration’s planned imposition of a pay-per-mile tax for electric and hybrid vehicles, and urges the Scottish Ministers to undertake greater efforts to futureproof the EV charging network across Scotland’s key roads, and urges the Scottish Government to commit to ensuring that the upgrading of Scotland’s roads remains central to future economic and social development.

That the Parliament notes the findings and recommendations in the Equalities, Human Rights and Civil Justice Committee’s 4th Report, 2025 (Session 6), Report on British Sign Language (Scotland) Act 2015 (SP Paper 872).

As an amendment to motion S6M-20050 in the name of Graeme Dey (Support for the Veterans and Armed Forces Community in Scotland), insert at end “, and encourages the Scottish Government to work with the Ministry of Defence to facilitate access for retiring service personnel, who wish to move back to Scotland, to empty married quarters at a reduced rent for a period of up to one year from the end of their service."

As an amendment to motion S6M-20036 in the name of Richard Leonard (The 2023/24 Audit of Ferguson Marine (Port Glasgow) Holdings Limited), insert at end ", and calls on the Scottish Government to fulfil its commitment to invest all of the £14.2 million promised to modernise the yard to enable Ferguson Marine (Port Glasgow) to secure orders."

That the Parliament welcomes the publication of the Scottish Land Commission’s ScotLand Futures report, What We Heard: A national call for change; understands that the report drew on over 1,200 open-text responses and submissions from across Scottish society including individuals, communities, landowners, farmers, tenants and civic organisations; notes that the findings of the report show that 96% of respondents believed that Scotland needs changes in land ownership and land concentration, and that a quarter said control over Scottish land was in the hands of too few people; believes that the process of land reform in Scotland must go further in order to build community wealth, strengthen community cohesion and empower community democracy, and calls on the Scottish Government to work collaboratively with all parties and interests to deliver land reform and land justice.

That the Parliament congratulates Caulders Garden Centres on winning the Customer Service Excellence award at The Herald Scottish Family Business Awards 2025, repeating the achievement from the 2024 awards; recognises that Caulders Garden Centres was formed by Colin and Mandy Barrie, who opened their first centre at Mugdock Country Park in 1999 and have expanded their business to one that employs over 400 people across 10 garden centres, including the centre in Cumbernauld, and wishes everyone at Caulders the best for the future.

That the Net Zero, Energy and Transport Committee recommends that the National Bus Travel Concession Schemes (Miscellaneous Amendment) (Scotland) Order 2026 [draft] be approved.

That the Parliament congratulates the Royal Hospital for Children in Glasgow on being awarded the prestigious Tessa Jowell Centre of Excellence for Children designation; understands that this recognition highlights the hospital as one of the first paediatric units in Scotland to receive such an honour, alongside the Royal Aberdeen Children’s Hospital; notes the hospital’s outstanding commitment to the care of children diagnosed with brain tumours, including patient-focused chemotherapy, integrated neuro-oncology services, skilled radiotherapy and comprehensive neurorehabilitation support; recognises what it sees as the dedication, expertise and innovation of the hospital’s staff over the past 18 months in developing solutions that have set new standards of care; acknowledges the positive impact of the hospital’s work on children, families and the wider NHS network, and commends the continued efforts to share best practice across Scotland, thereby improving outcomes for young patients nationwide.

That the Parliament congratulates the Park Bar in Argyle Street, Glasgow, on being named Best Traditional Venue in Scotland at the MG ALBA Scots Trad Music Awards; understands that this award represents a significant achievement for a venue that has been a cornerstone of Glasgow’s traditional music scene for decades; notes that the Park Bar, which was established in 1895 and is known for its distinctive green awnings, lively atmosphere and warm Highland and Gaelic welcome, has long been celebrated for its music, dancing and hospitality; recognises the dedication of its staff, musicians and community of supporters who together have kept the spirit of traditional Scottish music thriving within its walls; acknowledges the heartfelt appreciation expressed by the venue to its patrons, performers and wider trad community, and applauds the role that the bar continues to play in promoting Gaelic culture, nurturing young musical talent and providing a home from home for generations of Glaswegians and visitors alike.
