Dear Cabinet Secretary,

Pre-budget scrutiny – key themes and questions from initial NZET evidence sessions

The Net Zero, Energy and Transport Committee agreed in June 2021 to take a “scene-setting” approach to evidence at the start of the session, hearing from key stakeholders across a range of policy areas to help the committee determine early priorities for its first work programme. This programme can be found at Annexe A.

The Committee also agreed to write a pre-budget letter to the Scottish Government, picking up on any budget-related issues to have arisen during this evidence, in advance of publication of the draft 2022-23 budget (expected on 9 December).

Emerging issues and questions based on the evidence heard to date are captured in Annexe B of this letter, and they are broken down across the following key headings:

  • Funding and achieving Net Zero
  • Adaptation funding and finance
  • Circular economy
  • Biodiversity and natural infrastructure
  • SEPA cyberattack and public sector cybersecurity
  • Scottish National Investment Bank and Enterprise Agencies
  • Decarbonising heat in buildings
  • Transport
