To ask the Scottish Government how it plans to facilitate and secure funding for the railway station at Winchburgh.
Answer
As co-promoters for Winchburgh railway station, West Lothian Council and Winchburgh Developments Ltd are responsible for developing a robust business case and, ultimately, for securing the funding required for the construction of the station from within the different funding routes that may be available.
The Council’s funding application to the Scottish Government for capital construction costs has been submitted for review and, as stated in our Budget 2026-27 statement, we are committed to working with partners to support delivery of a new station at Winchburgh.
Transport Scotland continues to provide feedback to the project promoters on the business case process and has long committed to fund station fit out and its annual operational costs.

To ask the Scottish Government what its position is on how the proposals outlined in the National Speed Management Review to increase the speed limits on dual carriageways for HGVs could impact on caravan users on dual carriageways.
Answer
The steps to increase speed limits for Heavy Goods Vehicles (HGVs) apply only to vehicles weighing over 7.5 tonnes and these changes do not affect speed limits for cars or vans towing caravans. There is no evidence to suggest that these changes will have any impact on caravan users, including on dual carriageways.

To ask the Scottish Government what assessment it has made of the impact of light pollution, and what measures are in place to manage and reduce this.
Answer
There is an increasing body of evidence on ecological and physiological disruptions caused by artificial light at night on many plants and animals (as well as on humans). Our Biodiversity Strategy to 2045 references light as one of the direct drivers of biodiversity loss and NatureScot can provide advice to local authorities and other public bodies on reducing the impact of artificial light pollution on wildlife.
In respect light pollution complaints, Local Authorities have a duty to investigate those under the provisions of the Environmental Protection Act 1990. The Scottish Government engages with local authorities through the Environmental Health Officers network and relevant working groups, where any emerging issues on light nuisance can be raised.
