To ask the Scottish Executive whether it is undertaking research to assess the incomes, expenditures and debt of students studying nursing or midwifery.
Answer
We have no plans to undertakeresearch to assess the incomes, expenditures and debt of students studying nursingand midwifery.
However, under the banner ofFacing the Future we have set up a sub-group to look at student retention. Thisgroup will consider whether further research needs to be commissioned into the issuessurrounding the student experience.

The Scottish Executive does nothold records on how many Secretary of State-appointed Justices of the Peace thereare, broken down by parliamentary constituency. To ask the Scottish Executive whether it will confirm that it does not keep central records in respect of Justice of the Peace appointments and, if so, how it records the number of Secretary of State-appointed Justices of the Peace.
Answer
The Scottish Executive does keepcentral records in respect of Justice of the Peace appointments.
The information is recorded ona database which is held by the Secretary of Commissions for Scotland in theJustice Department. This database records personal details such as date of birthand address as well as information relating to the type of Justice of the Peaceand when and how they were appointed.

To ask the Scottish Executive how individuals are selected to be Secretary of State-appointed Justices of the Peace.
Answer
At present, individuals areselected by the JP Advisory Committees (JPACs) who have a duty to find suitablecandidates from all sections of the community in their district. Inrecommending men and women for appointment, JPACs have to ensure that eachlocal authority bench contains as wide a variety of interests, socialbackground and experience as possible.

To ask the Scottish Executive how long each Secretary of State-appointed Justice of the Peace is expected to serve.
Answer
At present, full Justices of the Peace are eligible to serve until their 70th birthday, after which they are transferred to the supplemental list and become Signing Justices.
Signing Justices can serve for as long as they wish to continue.

To ask the Scottish Executive whether it is acceptable that, in the last 12 months, 77.3% of First ScotRail trains achieved its target of trains arriving within five minutes of scheduled arrival time and what measures the Executive is putting in place to improve this service.

To ask the Scottish Executive what funding has been agreed with Network Rail to fully double track the Bathgate to Edinburgh railway line, as announced by the Minister for Transport and Telecommunications in answer to question S2O-8958 on 9 February 2006.
Answer
As my colleague Tavish Scott made clear in this chamber on the 9 February, Transport Scotland are working on this with Network Rail. We are aiming to reach agreement of development by the end of March 2006 and to sign an implementation agreement by the end of 2006.

To ask the Scottish Executive whether it is acceptable that, in the four weeks ending on 12 November 2005, First ScotRail East achieved 68.2% of its target of 90% of trains arriving within five minutes of scheduled arrival time and what measures the Executive is putting in place to improve this service.
Answer
Performance levels on these services and across the rail network in Scotland generally are improving. The last period for which agreed figures are available for First ScotRail East services (four weeks ending 7 January 2006) show that 76.9% of trains arrived within five minutes of scheduled time, an 11% improvement over the same period last year. Provisional figures for the subsequent period show further improvement.
The franchise agreement contains a performance regime which provides incentives for First ScotRail to improve punctuality and penalties where they fail to deliver contracted levels of performance. Additionally, Transport Scotland is involved with and steering a range of performance improvement initiatives with rail industry partners, including Network Rail and the Office of Rail Regulation.
Transport Scotland has the operational responsibility for this area, and can be contacted for more information if required.
