Regular open and constructive engagement with the early learning and childcare sector continues to be a vital part of our approach to policy development. This includes engagement with the sector representative bodies, and through the Childcare Sector Working Group, which last met on 16 June 2022.

Scottish Government and Education Scotland’s ‘Realising the Ambition – Being Me’, the national practice guidance on supporting young children’s learning, was published in 2020. Private providers contributed to its development via sector representative bodies and through a series of consultation events held across Scotland in order to seek the views of practitioners working in the public, private, third and childminding sectors.

I am pleased to advise Parliament that the Scottish Government is continuing to deliver on its commitment to give people the information they need to make an informed choice about their future, and is today publishing Renewing Democracy through Independence .

As our second scene-setting paper for the Building a New Scotland prospectus series, the paper sets out the evidence in support of the democratic case for independence. Renewing Democracy through Independence sets out the Scottish Government’s view that the people of Scotland have the right to choose their own future, and the opportunities for democratic government offered by Scotland becoming an independent country.

As Minister for Drugs Policy I am continuing to push UK Government Ministers to take action to regulate the availability and sale of pill presses.

We know that the use of illicit, or 'street', benzodiazepines is a significant factor in the level of drug-related deaths seen in Scotland, these are tablets which are largely produced in Scotland by organised crime groups with access to pill press machines. I have been calling on the UK Government for well over a year now to take action to regulate the sale of these machines. Most recently this was raised with UK Minister for Policing, Kit Malthouse, at a meeting on 19 May. At that meeting Mr Malthouse agreed that there was a need to act around this and added that UK Government colleagues were currently looking for an appropriate piece of legislation that they could use to introduce some form of restriction relating to the use of such equipment for the production of illegal substances. He was not able to provide any timescale for this work.

I have also met with Police Scotland colleagues to discuss this issue and they are clear in their support for regulation to be introduced, emphasising the evidence that the vast majority of these tablets are being mass produced in Scotland by these machines. I have also recently discussed this with colleagues from the National Crime Agency who agree that there is a need for action to be taken on this issue and they are working with UK Government colleagues to take this forward.

Scotland’s Zero Emissions Mobility Industry Advisory Group have today published their report on the growth of this important sector for Scotland.

Scotland’s Zero Emission Mobility Industry Advisory Group (ZEM IAG) was established in 2019 to bring together industry stakeholders to advise on shaping a collective approach to the development of the zero emission mobility sector.

The purpose of the group was to explore and advise on the strategic interventions, collaborations and investments required to substantially grow Scotland’s automotive sector, with emphasis on sustainable, zero (CO2) emission technologies and business models.

The IAG set a vision in 2019 for Scotland to become:

• a global player in supply chains for zero emission mobility for heavier and niche vehicles
• an international centre of expertise in energy-transport system integration
• a global destination for innovation in sustainable, zero emission mobility.

The report is informed by research carried out by Transport Scotland and Scottish Enterprise on key strengths and opportunities in zero emission mobility in Scotland as well as supporting studies by consultants KPMG commissioned for the group.

The report sets out the group’s vision for a decarbonised sector under 8 key themes:

• Innovation ecosystem development
• Skills
• Inward investment and capital investment
• Trade and export
• Public procurement for innovation
• Supply chain opportunities
• Collaboration
• Infrastructure

The report also recommends some key actions required to progress towards this vision.

One of these recommendations is that an innovation fund should be considered to provide support for innovators to scale up their manufacturing capability in Scotland and bring the development and testing of new technologies to Scotland, with a particular focus on batteries, fuel cells and zero emission heavy duty vehicles.

Today the Scottish Government is launching the Zero Emission Mobility Fund. This will provide £28 million across the next four years to accelerate the manufacturing and deployment of heavy duty zero emission vehicles.

The Zero Emission Mobility Innovation Fund, administered through Scottish Enterprise, links to other national funding programmes for manufacturing and supports Scotland’s Mission Zero for transport.

The new Fund has been developed in consultation with industry leaders through Scotland’s Zero Emission Mobility Industry Advisory Group. This new funding approach responds to their call for innovative funding models to drive net zero transformation across Scotland’s heavy duty vehicle supply chains.

: In way of introduction it may be helpful to provide a general summary of the Scottish Government estate and the approach used in the management of asbestos. For buildings occupied by the core Scottish Government there are 18 owned (Crown) and 47 leased. The Scottish Government also has responsibility for the management of asbestos in these leased properties. Every agency looks after their own estate and are consequently not covered under the auspices of the facility management services contract for the core estate.

The Scottish Government estate comprises buildings and sites that are used to deliver the business of the core Scottish Government. These buildings are primarily offices. The estate includes a small number of other facilities that support the agriculture and marine sectors such as the Bull Stud Farm at Knocknagael, Inverness and Marine Scotland Science fishery research stations around the country. The Scottish Government estate does not include any buildings or sites to which the public have regular access. On occasion, visitors may attend for pre-arranged meetings when they would be accompanied.

Most of the buildings on the core Scottish Government estate were constructed at a time when asbestos was still in use as a building material and have been surveyed. Asbestos Management Plans have been produced where appropriate. This includes an Asbestos register and action plan on how to mitigate any risks from Asbestos Containing Material (ACM). Each case is assessed individually and it is often recommended to be safer to leave asbestos in place than to remove it. Our maintenance contractor regularly inspects areas of known asbestos to confirm that they have not been disturbed. Sometimes asbestos will be removed as part of wider building works. In such cases a refurbishment/demolition survey is undertaken ahead of any works happening. Information is then relayed to the Scottish Government’s Project Management Unit. The safe removal of any known asbestos is then integrated into the Project Delivery Plan.

There are 17 buildings currently known to contain asbestos.

In the last three fiscal years numerous operations have been carried out to remove asbestos from buildings for which the Scottish Government is responsible. This is summarised in the following table:

The Scottish Government welcomes the EU Mission to deliver 100 climate-neutral and smart cities by 2030, and in ensuring that these cities act as hubs to enable all European cities to follow suit by 2050. We recognise that involvement in such a Mission presents a real opportunity to better mobilise delivery partners to create an effective network for sharing valuable learning on the transition cities will make to net zero. Should Edinburgh or Glasgow participate in this Mission, the Scottish Government will work with key stakeholders - particularly the European Commission, local authorities, and our partners in the Scottish Cities Alliance - to enable all of our seven cities to benefit from Scotland’s involvement in this hugely important Mission.

71% of people in Scotland live in urban areas, many of which live and work in cities or surrounding areas. Like other parts of Europe, remote rural areas in Scotland are facing depopulation while larger city populations are increasing. This trend is expected to continue for some time, creating the risk that our cities produce emissions at rapidly exponential rates. In response, many cities in Scotland have set ambitious net zero targets and are developing robust plans to deliver them. Nonetheless, it is still vital that the Scottish Government works in partnership with cities and plays an enabling role in making the most of opportunities for net zero, and supports cities in developing investment propositions which unlock private capital for net zero. The EU’s Climate-Neutral and Smart Cities Mission seeks to support just that, and so we look forward to learning which cities have been selected to join the Mission.
