To ask the Scottish Government what assessment it has made of the merits of single budgeting for integration joint boards.

The Scottish Government is committed to ensuring the success of the integration of health and social care, as required under the Public Bodies (Joint Working) Scotland Act 2014, and is working with Integration Joint Boards, Health Boards and Local Authorities to monitor the effectiveness of all aspects of implementation, including budgetary arrangements, in local systems. Changes to Integration Joint Boards’ current funding arrangements to permit direct allocations from the Scottish Government, rather than allocations via Health Boards and Local Authorities, would require legislative change along with careful consideration of the implications of the VAT Act (1994), and development of equitable allocation methods given local variation in integrated services. The Scottish Government will continue to keep the position under review and will give further consideration to the potential opportunities and implications of making any changes.

To ask the Scottish Government how much each NHS board has spent on services in the (a) independent and (b) private sector in each year since 1999.

NHS Territorial Boards make limited use of the independent and private sector for health care services, with the amount incurred in 2015-16 comprising 0.7% of total resource spending. Boards report this spending in their annual accounts as private sector spending. The Scottish Government holds figures for each Board between 2006-07 and 2015-16. These are set out in the following table:

To ask the Scottish Government how many respite care breaks have been provided to carers in each year since 1999.

The Scottish Government has published information on respite weeks for the years 2007-08 to 2014-15. Information prior to 2007-08 is not held centrally. There is an estimated real terms increase in respite care provision between 2007-08 and 2014-15 of between 3,620 and 8,210 weeks.

Collecting data about respite provision provided or purchased by local authorities is challenging. In 2014-15 it is estimated that, in addition to the provision of 196,060 respite weeks, a further 7,160 weeks were provided through direct payments. There was also an unknown number of weeks provided through other forms of Self-directed Support.

This data is no longer being collected centrally. We are currently consulting on a new dataset to monitor support to carers more generally.

To ask the Scottish Government, in light of the report published by the Scottish Affairs Committee following its inquiry into the demography of Scotland and the implications for devolution, how its forthcoming White Paper on planning will (a) address the links between the health and housing needs of the country’s ageing population, (b) ensure that the housing needs of the country’s ageing population, including the need for more retirement housing, will be met across all local authorities and (c) take account of the country’s ageing population.

Planning has an important role in promoting strong, resilient and inclusive communities. We want Scotland’s planning system to help deliver more high quality homes and create better places where people can live healthy lives and developers are inspired to invest. Scottish Planning Policy already highlights Ministers’ expectation that local authorities should consider and address any need for specialist housing provision, including for elderly people.

The consultation paper recognises that health and improved quality of life is supported by well designed, functional places. The paper contains our proposals to support the delivery of the homes that people need, now and in the future.

Children and young people with additional support needs receive support in school from teaching and support staff. The following information provided provides a picture of the support staff employed to support all pupils, including those with additional support needs. The figures provided are based on FTE (Full-Time Equivalent) and have been rounded to the nearest 1 FTE. Because of this the local authority total may not be equal to the sum of local authority figures.

To ask the Scottish Government what its position is on mental health provision being part of inspections by Her Majesty's Inspectorate of Schools.

In Scotland’s schools, mental health is considered as part of a broad spectrum under health and wellbeing, for example, as part of the responsibilities of all staff under Curriculum for Excellence, or as targeted interventions to provide more personalised support to meet the requirements of various legislation.

Education Scotland through Her Majesty’s Inspectors (HM Inspectors) inspect, review and report on the provision made by schools and education authorities across Scotland. Where appropriate, HM Inspectors will comment on the impact of any mental health provision in helping to support the learning needs of children and young people. HM Inspectors also review and publish reports on specific aspects of education, including approaches to improving health and wellbeing.

How Good is Our School 4 and How Good is Our Early Learning and Childcare include Quality Indicator (QI) 3:1 Ensuring Wellbeing, Equality and Inclusion. This QI evaluates the impact of the school’s approach to wellbeing which underpins young people’s ability to achieve success. It highlights the need for policies and practices to be well grounded in current legislation and a shared understanding of the value of every individual, including those with mental health concerns where appropriate. Since August 2016, all inspections of early learning and childcare establishments, primary, secondary, special and independent schools inspections have included evaluation of this QI.

To ask the Scottish Government how many children in Edinburgh (a) are eligible for and (b) receive free school meals.

The eligibility criteria to qualify for free school meals is provided for in section 53 of the Education (Scotland) Act 1980. A summary of the criteria can be accessed from the Scottish Government website at: http://www.gov.scot/Topics/Education/Schools/HLivi/schoolmeals/FreeSchoolMeals. In addition, on 5 January 2015, free school meals were extended to all primary 1 to 3 children in local authority schools across Scotland to help ensure every child has the best possible start in life and gets every chance to succeed at school. The policy has had a huge uptake with latest figures showing that over 134,500 primary 1 to 3 children (81.7%) across Scotland now taking a nutritious free school lunch, saving families around £380 a year for each eligible child.

Local authorities must promote the uptake of free school meals amongst those currently eligible. Data on the numbers of children eligible for free school meals (outwith P1-3) is not held centrally.

The latest statistics on free school meals were published on 22 June 2016 in the Scottish Government Statistics Publication - Summary statistics for attainment, leaver destinations and healthy living, No. 6: 2016 Edition. Tables 7, 13 and 19 in the supplementary tables outline the number of children and young people in primary, secondary and special schools, respectively, registered and taking free school meals on census day by local authority level. To ask the Scottish Government what its response is to reported concerns that some people with diabetes are unable to access continuous glucose monitoring through the NHS.

Scottish Government works closely with the Scottish Diabetes Group, our national advisory group, to oversee and drive implementation of our Diabetes Improvement Plan (2014) to improve care and treatment for people living with diabetes in Scotland. The Plan includes a range of actions that aim to support improvements in glycaemic control, including the development of a national approach to the provision of Continuous Glucose Monitoring (CGM).

Our national approach has been developed taking account of the clinical evidence which recommends the use of CGM devices for a small number of people with diabetes as an aid to improve glycaemic control, but does not recommend CGM for routine use. Clinicians are best placed to provide specific advice and support to individuals, based on their circumstances, which can include the provision of CGM where a clinical need for one is identified. The national approach will support clinicians in the provision of this technology and ensure that those who would clinically benefit from it can receive it.

To support this, we are investing over £10m over the term of the Parliament, to increase the provision of insulin pump therapy and CGM.
