Our Alcohol Framework (published 20 November 2018) sets out our priorities for preventing alcohol-related harm. There is a strong focus on reducing health inequalities and protecting children and young people from alcohol-related harm.

A key action in the framework is to consult on potential restrictions on alcohol advertising and promotion in Scotland this year to protect children and young people. Our consultation, which has now closed, was informed directly by young people’s voices, gathered through projects by the Children’s Parliament and Young Scot Health Panel.

The consultation will be independently analysed before any potential proposals are put forward for consultation.

The Scottish Government has been following the agreed process for excluding the deposit return scheme regulations from the Internal Market Act.

We first raised the issue with the UK Government in 2021, and on 28 February 2023 we published correspondence and a timeline setting out the steps that have been undertaken to secure an exclusion. Internal Market Act: correspondence - gov.scot (www.gov.scot) .

On 6 March I met with Ministers and Senior Officials from each UK administration at the inter-ministerial group on Environment, Food and Rural Affairs to ask for an urgent decision from the UK Government for securing an exclusion from the Internal Market Act.

I will keep Parliament updated on further developments.

The Scottish Government has not allocated funding to local authorities specifically for school meal debt since 1 January 2022.

As referenced in the answer to question S6W-15314 on 6 March 2023, the management of debt is an issue for education authorities and their finance departments.

The Scottish Government and Marine Scotland do not hold information regarding discarded drilling material.

The Scottish Government is open to exploring how it can support land reform objectives using its limited powers over taxation and included a question on how these powers could be used in the consultation for the upcoming Land Reform Bill.

All responses to the consultation are currently being considered and a full consultation analysis will be published later in the spring. Any proposals on taxation will be considered in the context of the current devolved settlement and against the Scottish Government’s Framework for Tax.

Scottish Ministers have repeatedly called for reform of oil and gas licensing processes currently reserved to Westminster and the UK Government to ensure compatibility with net zero and will look for further opportunities to make the case for reform.

Scottish Water operates 151 waste water treatment works (WWTW) in North Lanarkshire, South Lanarkshire and Falkirk areas. These WWTWs treat waste water to comply with mandatory standards before returning the water to the environment. These WWTWs operate to standards set out within licences issued by the Scottish Environment Protection Agency (SEPA) under the Urban Waste Water Treatment Regulations 1994 and the Water Environment (Controlled Activities) (Scotland) Regulations 2011 . Scottish Water also operates a large sewer network which includes Combined Sewer Overflows (CSOs), which are also licensed. These are designed to spill storm water in extreme weather conditions to protect homes and businesses from flooding when the network is operating at full capacity. Scottish Water reports the spill data that it is required to under the terms set out within sewer network and WWTW licences. I last met with the Chair of the BMA Scotland Committee on 11 January to discuss their request for a national conversation, and met with Chair of the BMA Scottish Junior Doctors Committee on 15 December to discuss their concerns around pay for Junior Doctors.

In addition I wrote to the Chair of the BMA on 21 February offering to meet with both him and the Chair of the BMA Scottish Junior Doctors Committee to discuss further.

We recognise the importance of Junior Doctors to NHS Scotland and the important work they contribute. Their demands for an above retail price index pay increase, plus an additional ask of 23.5% – meaning a pay raise of more than 35% - are unaffordable.

We have written to the independent Doctors and Dentist Review Bodies and asked them to consider a separate and specific recommendation for Junior Doctor pay in 2023. BMA Scotland have confirmed they wish to remain within the DDRB process this year.

Junior Doctors earn a basic salary plus a pay banding on top of their salary, meaning that the majority of Junior Doctors in their first year (FY1) are earning a salary of £40,000 plus a year. Their salaries continue to rise every year, and in their second year of training the majority will be earning £49,000+ per year. They are on a career journey towards becoming a senior doctor such as a Consultant or GP, with salaries in excess of £100,000 per year.

Provisions contained in a Bill at introduction will be informed by analysis of the current public consultation exercise which will run until 25 April. As the views of all stakeholders need to be considered in detail, it is not possible to confirm any potential Bill content at the current time.

The consultation outlines that anchor organisations are typically large public sector employers with a strong local presence in an area, such as local authorities, health and social care bodies, further education institutions and enterprise agencies. The Consultation includes a proposal for a duty to advance CWB and the Scottish Government would welcome views on who this duty should or could apply to.
