To ask the Scottish Government whether NHS Scotland Assure has received, reviewed or approved any technical derogations from, or deviations to, the ventilation standards set out in SHTM 03-01 in relation to the open-plan treatment spaces within the ANCHOR Centre or the Baird Family Hospital and, if so, whether they were based on historical environmental data from older NHS facilities.
Answer
NHS Scotland Assure is not responsible for approving derogations on a project; this is the responsibility of the NHS Board.
NHS Assure has been involved in the review of proposals relating to ventilation arrangements within the open-plan treatment area of the ANCHOR Centre as part of its wider assurance role on the project.
The relevant assurance work remains subject to ongoing review and consideration of operational controls, standard operating procedures, risk assessments and supporting evidence. The Scottish Government understands that no final assurance conclusion has yet been reached through the current process.

To ask the Scottish Government whether it will publish all risk assessments, clinical review notes and comparative benchmarking documentation in which Aberdeen Maternity Hospital and older oncology units were used as baseline metrics for the ANCHOR Centre or the Baird Family Hospital during NHS Scotland Assure Key Stage Assurance Reviews (KSARs).
Answer
Documentation supporting the ongoing assurance process for both facilities continues to be developed, reviewed and updated as the programme progresses. Assurance work relating to the open-plan treatment area within the ANCHOR Centre remains ongoing and includes consideration of operational procedures, ventilation arrangements, risk assessments and analysis of patient and infection data.
Decisions regarding the publication of operational records and project documents relating to the Baird Family Hospital and ANCHOR Centre are a matter for NHS Grampian, which is responsible for delivery of the programme. Requests for information are considered in accordance with the requirements of the Freedom of Information (Scotland) Act 2002 and other relevant legislation.
