The Scottish Government and NatureScot support farmers and crofters through the Sea Eagle Management Scheme (SEMS).

As set out in March 2025, we have increased the funding for SEMS from £436,000 to £970,000 this year. We are committed to continuing to support farmers and crofters, especially those who feel the negative impacts most acutely, through SEMS.

Alongside this we are working on the development of future rural support to explore how it could assist in delivering support to farmers and crofters, where protected species such as white-tailed eagles have an impact on agricultural interests, and to support enhanced biodiversity in years to come.

We have not been made aware of any concerns regarding the impact that sea eagles are having on small birds.

In 2020 3 cases were referred to the Procurator Fiscal by Food Standards Scotland and one in each year for 2021,2022, 2023 and 2024. In four of the cases the principal charge was reported as culpable and reckless conduct, a serious crime at common law in exposing others, and the public in general, to a significant risk to life or health. Two other cases reported were reported by FSS over the relevant period, but have not been included in the statistics as they relate to animal welfare offences which do not fall within the definition of food crime.

The requirement to provide evidence of letting to assessors to ensure compliance with the thresholds for self-catering holiday accommodation to be included in the valuation roll was introduced from April 2022 to counter a known tax avoidance tactic for second homes.

Assessors undertake annual audits to ensure that self-catering accommodation entered on the valuation roll meets the statutory requirements to be classed as non-domestic property. To provide clarity to self-catering accommodation providers on these requirements, and to provide greater certainty regarding the consequences of failure to meet the requirements, a statutory deadline to respond to requests for evidence was introduced from 1 April 2024. If evidence is not provided to the Assessor by the deadline, or if it is insufficient to establish if the requirements have been met, the Assessor must remove the property from the valuation roll under the current statutory framework.

The Scottish Government has no immediate plans to alter the rules for self-catering properties, however we do keep all policies under review and routinely engage with stakeholders on any issues with the operation of the system and associated legislation.

The Scottish Government is responsible for setting the overall policy direction of mental health services, and for working with and funding NHS Health Boards and local authorities to ensure they plan and deliver appropriate local services. The design and management of these services is for local NHS Boards and local authorities to decide, and each will have their own arrangements in place.

CAMHS is a specialist mental health service and is not the correct service for children seeking a diagnosis for a neurodevelopmental condition, unless they have a co-existing mental health condition. For many young people, it is more likely that a neurodevelopmental pathway will ensure that the right help and support is provided. This approach is intended to ensure that young people who need support for their mental health from CAMHS are able to receive it in a timely manner, and also that specialist neurodevelopmental support is available whenever needed

The Scottish Government has no specific plans to carry out a national alcohol needs assessment at the moment, but recognises the benefits of needs assessments to help develop our strategic priories for improving care and support for people impacted by alcohol.

Local areas currently rely on their own specific needs assessments, which we encourage them to undertake. The forthcoming UK-wide clinical guidelines for alcohol treatment will also underline the benefits of local needs assessments.

We are currently engaging with partner organisations including delivery bodies and the voices of those with lived and living experience to identify actions that will help develop and deliver future recovery focused systems of care.

The Scottish Government does not hold this information centrally as this is the responsibility of NHS Boards. However, the Scottish Governments expects NHS Boards to follow the National Child and Adolescent Mental Health Services (CAMHS) specification, which includes a clear expectation that children and young people whose referral is not accepted for CAMHS are sensitively and appropriately signposted to a more suitable service, such as our community-based supports.

We have provided local authorities with over £65 million since 2020 to fund community-based mental health and wellbeing supports and services for children, young people and their families. This £15 million per year funding will continue through the local government finance settlement from 2025-26. Examples include mentoring services, art-based therapies, digital services, whole-family supports, counselling services and supports involving sport or physical activity.

Individual local authorities decide which supports and services to put in place in their area based on the needs of their communities.

We expect NHS Boards to follow the National Child and Adolescent Mental Health Services (CAMHS) specification, which includes a clear expectation that children and young people whose referral is not accepted for CAMHS are sensitively and appropriately signposted to a more suitable service.

Some of these services are likely to be community based and we continue to invest £15 million per annum in funding to these supports, which will continue through the local government finance settlement from 2025-26. Local authorities report that nearly 83,000 children, young people and their family members accessed community-based mental health support between July 2023 and March 2024. Alongside this, we are ensuring access to counselling services in all secondary schools, and continue to support local authorities with £16million a year.

Appropriate redirection and alternative support will vary across NHS Boards depending on the services available locally, and the needs of the child or young person involved. While we have made significant progress in improving mental health and wellbeing services for children and young people since 2018, we continue to work closely with Boards to understand the reasons for non-accepted referrals and to ensure that the criteria in the CAMHS specification are being met.

Additionally, Public Health Scotland has started publishing data from the CAMHS and Psychological Therapies National Dataset (CAPTND), including referrals to CAMHS by sex, age and SIMD as well as reasons for referral not being accepted. Health Boards are also working with PHS and Directors of eHealth to enable the collection and publication of additional information this year.

CAPTND is still under development, and any inferences or conclusions drawn from this data should be treated with caution. Work is ongoing between NHS Boards, Public Health Scotland, and the Scottish Government to improve the consistency and completeness of the information.

The Tobacco and Vapes Bill has now entered into committee stage in the House of Lords. Following the conclusion of the Bill’s passage through Westminster, we expect to consult on the extension of restrictions on smoke-free places.

The Scottish Government and the whole of the public sector faces a very challenging situation as we continue to manage our finances through the current financial year, in 2025-26 and beyond.

Operating within a fixed budget, we have had to manage Scottish public finances in the face of higher inflation and cost of living pressures, making tough decisions to protect the most vulnerable in society.

As part of the Scottish Government 25/26 budget, Food Standards Scotland (FSS) was given a flat budget. FSS have notified the Scottish Government of a pressure due to increased staffing and delivery costs and the Scottish Government will work with FSS to manage the pressure. This has included the set-up of the FSS policy forum with relevant policy teams across Scottish Government to provide a co-ordinated response to the issues FSS face and facilitates the exchange of soft intelligence and problem solving.

Scottish Government have also committed to review the allocated budget in year.
