  • Motion reference: S6M-18561

That the Parliament notes the proposed changes to the postal Universal Service Obligation (USO) for Royal Mail, meaning that households will receive less frequent letter deliveries than at present; understands the reliance of vulnerable, elderly and remote communities on the postal service; notes the reported position of the Communication Workers Union (CWU) that damage to Scotland’s postal service has been caused by years of operational and financial mismanagement by a privatised Royal Mail; supports the need for any deployment of a USO to ensure that there is no detriment to workers, and for it to be agreed with the CWU as the postal workers’ union; believes that the only way to create a future for Royal Mail is by investing in what it sees as the unrivalled national infrastructure, ensuring urgent regulatory reform, including closer regulation for parcel couriers, and prioritising a sustainable, long-term business plan, and calls on the Scottish Government to work proactively with the UK Government and Royal Mail to stabilise Scotland’s postal service for the benefit of workers and communities across Scotland.
