Proposed Oldhall Incinerator

That the Parliament expresses concern that, despite the Scottish Government’s moratorium on waste incineration, Scotland is set to exceed its incineration capacity by 2027 if every incineration plant in development and consented proceeds; believes that burning waste is a vastly polluting activity that produces the same quantity of greenhouse gases per unit of energy as coal power; further believes that the reuse, recycling and remanufacturing of waste are critical components of the struggle against the climate crisis; regrets that the Scottish Environmental Protection Agency (SEPA) has granted a draft pollution prevention and control permit for the proposed incinerator plant at Oldhall in Irvine; notes the local community’s overwhelming opposition to this project and the over 1,000 messages of objection that have been submitted to SEPA; recognises the concerns of campaign groups such as Irvine Without Incinerators surrounding the potential consequences on local health, environmental damages and reduction in recycling rates posed by the proposed incinerator, and urges the Scottish Government to advise SEPA against granting a final permit to the Oldhall incinerator project.
